TECHNICAL TOUR: WeGo Public Transit in a Nutshell

WeGo Public Transit offers a tour of transit operations with the “It City” as your backdrop. Get the skinny on bus station renovations, the electric bus experience, transit signal priority, single commuter train operations, and managing an aging bus garage. All this while in the comfort of our newly branded bus--air-conditioned, USB equipped, with ninja skills!

Participants should plan to arrive at 12:45 p.m. at the entrance to the Music City Center on 6th Avenue under the building on the Northbound side (6th and Demonbreun). Amanda Clelland and Jason Minser from WeGo Public Transit will be conducting the tour (look for purple shirts). The tour will leave promptly at 1 p.m. Participants should plan for a 2 hour tour, traffic conditions permitting.

FTA Triennial Review: Top-10 Findings Workshop

This session will include a brief introduction to FTA’s Office of Program Oversight and the top findings from FTA’s Triennial Review followed by an interactive workshop probing into the key drivers behind the top findings. Learn how you can be better prepared to avoid these common findings in your next Triennial Review. Hear about what typically leads reviews to identify these findings and the compliance challenges agencies often face meeting federal requirements. Audience participation will be encouraged throughout the session.

DBEs to the Rescue! In many cases Disadvantaged, Small, and Minority Businesses (D/S/MBEs) can be the best line of defense in disaster and recovery efforts.

Hurricanes, floods, tornados, wild fires, earthquakes, and other disasters have left many communities devastated. Another misfortune is the omission of Disadvantaged Business Enterprises (DBEs) involvement in recovery planning and efforts. Many S/D/MBEs are local businesses and able to provide unique familiarity with the impacted residents and the geographical area. These companies know, and can find, what is needed. Federal Legislative Overview with U.S. Congress Staff

Important public transit and passenger rail legislative issues that will be debated in Congress during the year ahead

Congress is now in the process of finalizing FY 2019 funding for federal public transportation and intercity passenger rail programs authorized by the FAST Act, while the Trump Administration proposes to phase out Capital Investment Grants that provide critical federal funding for new start, core capacity, and small start projects. The Administration and Congress have discussed advancing a major infrastructure investment bill in the coming year that could significantly increase public transit investment and address the long-term solvency of the Highway Trust Fund (including the Mass Transit Account). To date, APTA has provided recommendations to the Administration and Congress regarding public transit and passenger rail funding, financing, and regulatory reform that could be included in an infrastructure investment bill. In addition, APTA is in the process of developing recommendations for surface transportation reauthorization of the FAST Act in 2020. A panel of professional staff members from congressional committees with jurisdiction over federal public transportation policies will discuss these critical issues.

PTC: Progress on the Path of Safety

Passenger railroads remain committed to implementing the unfunded mandate called PTC. Representatives from two railroads and the FRA will share their experiences with designing, installing, testing, and other hurdles they have faced along the way. They will also discuss some of the challenges yet to be addressed as the deadline for implementation approaches. One railroad had to design its new section to include PTC and the other is a large commuter railroad in the Northeast.

How new rules, roles, and responsibilities are changing leadership 

Multiple, distinct generations are now occupying the workplace, working shoulder to shoulder but not always seeing eye to eye. Workplace roles, responsibilities, and rules are being rewritten as organizations become more resilient and more adaptive. Leadership is more complicated and nuanced, no longer necessarily determined by one’s position in an organization, years of experience, or skills on a resume. Each generation brings unique leadership traits to work.

Employee Engagement: A CEO's Perspective

Employee engagement and retention is critical within any organization. Despite technological advances and a changing workforce, employees will always play a crucial role in how an organization is perceived by customers and how services are delivered.

In this case study of SEPTA’s success, attendees will learn how the Authority executed strategies and programs, and adopted a change in organizational culture through a modeling-the-way approach. Specific programs and initiatives include on-site meetings with the General Manager and his staff, General Manager and Deputy General Manager employee breakfasts, Show Jeff Your Work Day, being a part of the action and volunteering with employees, field days, GM messaging and thank you notes to staff. The goals of these programs are to enhance the employee experience, foster communication, establish trust, and keep employees motivated in order to engage and retain a strong workforce.

The session format is innovative and multi-visual, and designed to be interactive with extensive audience engagement.

FTA Final Safety Rules Listening Session

This listening session is designed as a dialogue between APTA members and FTA officials to discuss FTA’s safety initiatives, including FTA's recently published Public Transportation Agency Safety Plan Final Rule and the Public Transportation Safety Certification Training Program Final Rule. FTA will explain both Final Rules, and what is required of the transit industry to comply with the Public Transportation Agency Safety Plan Final Rule by July 20, 2020. The Agency Safety Plan Final Rule applies to both rail and bus transit operators in urban areas that provide approximately 97 percent of total transit trips taken in the U.S. on an annual basis. The Training Rule applies to State Safety Oversight employees and contractors who conduct safety audits and examinations of rail transit systems and to rail transit agency employees and contractors who are directly responsible for safety oversight. The training rule's effective date is August 20, 2018. FTA officials will be on hand to answer questions.

Innovative Infrastructure Development and Implementation in Canada

Key findings and observations from APTA's 2018 Study Mission to Montreal, Ottawa, Toronto, and Vancouver

The Canadian Government is investing a significant amount in transit infrastructure to the tune of $22.3 billion U.S. dollars with additional investment from other levels of government and the private sector for an estimated $60.5 billion (U.S.) nationally between 2016 and 2028. These funds are largely dedicated to new capital projects as well as state of good repair, making this a very transformative period for the Canadian public transit industry.

The July 2018, APTA study mission to Canada gave participants the opportunity to explore how public transportation authorities in Montreal, Ottawa, Toronto, and Vancouver are pursuing major infrastructure projects and putting in place unique governance and partnership arrangements, innovative funding, financing and procurement models, and streamlined business processes. Hear about the primary takeaways and lessons learned from participants to the study mission and how they are applying key findings in their own organizations.

Every three hours in the United States a person or vehicle is hit by a train. Railroads and rail transit properties look to reduce injuries and fatalities with public education and outreach. Suicide or intentional death in the U.S. has surged to the highest levels in nearly 30 years, a federal data analysis has found, with increases in every age group except older adults. Rail trespassing and suicide are the leading cause of death on railroads – on the general railway system, these two types of incidents represent 73% of all fatalities. While suicide is a community issue, railroads and transit agencies are increasing attention to this growing problem.

The Federal Transit Administration will lead this interactive workshop to provide updates and seek industry feedback on matters affecting transit capital projects and programs. Topics for discussion will include the Administration’s Infrastructure Proposal and ideas for incorporating value capture and private contributions into transit capital projects, FTA risk assessments and oversight, Programs of Interrelated Projects, the Expedited Delivery Pilot Program, and recent and upcoming FTA activities, including updates on capital projects.

Representatives of FTA’s Office of Planning and Office of Program Management will conduct the workshop.

FTA Safety Management Systems (SMS) Training for Executives: Planning for SMS Implementation

This FTA-led session will cover the requirements of the Public Transportation Agency Safety Plan Rule (C.F.R. Part 673) and support transit agency leadership to better understand their roles in the preparation phase of establishing and implementing a Safety Management System (SMS).
