Pending Changes to APTA Governance and Bylaws

Effective work by APTA’s Governance and Bylaws Review Task Force has led to a set of strategic recommendations that were approved unanimously by APTA’s Executive Committee and by an overwhelming vote of APTA’s Board of Directors. These changes will ensure that APTA will have a representative and effective governance structure. The changes outline a balanced composition for the APTA Board and Executive Committee, and clarify the Board’s standing as APTA’s strategic body, with the Executive Committee as the operational body. Please join APTA Chair Doran Barnes, and Art Guzzetti, APTA Vice President Policy, as they go through recommended changes and the benefits that will come from them.

New FTA and FRA oversight authority, Industry Implications and, Agency Case Studies

As FTA and the FRA implement their significant oversight authority the way they engage with State Safety Oversight Agencies (SSOA) and even directly with Transit Agencies is evolving. While agencies large and small are managing a variety of topics, the number one priority has been and will always be safety. As such it is critical that CEO’s not only fully understand the new regulatory environment but specifically learn from those agencies that are on the leading edge of these new regulations and relationships. The Chicago Transit Authority (CTA) has been partnering with the FTA on implementing an Safety Management System (SMS) pilot that even includes United Airlines. As the FTA has been responsible for the direct safety oversight of WMATA, this agency has a vast amount of experience in how new regulations and authorities can be used. These Agency Case Studies will delve into these changes and discuss what you as a CEO can do to create and improve your safety culture and overall safety program.

One of APTA’s most important jobs is to represent the interests of the industry in Washington, DC. While this effort is directly related to APTA’s Research, Communications, and Advocacy (RCA) program, it also requires APTA member involvement in the development of legislative and regulatory policy, direct member advocacy with elected officials, and work with coalition partners who share common goals. APTA regularly informs its membership about legislative issues that impact transit systems and businesses so that APTA members can make informed decisions and develop consensus recommendations that effectively advance the public transportation agenda at the federal level.

21st Century Transit Policing

Community relations and inclusion

Whether an agency has its own Transit Police force, contracts local law enforcement or has private security, the demands on these professionals has significantly increased as transit becomes a more central component of a city’s fabric. The last few years has seen changes in the means and methods of how law enforcement interacts and assists with the public it serves. Unlike a local law enforcement agency, a transit agency does not have a defined constituency but rather a customer base that can change on a daily basis. Transit police have become more than just law enforcement on your buses and trains, but now interact with customers at stations, attend community meetings, and work side-by-side with their partner agencies during city protests and special events; they are a central part of your operation and community. As transit grows so does the need for more training, better understanding of community” and the social and political issues that will need to be addressed. In no city has this topic come home more than Dallas where DART and Dallas PD officers were tragically killed while overseeing a protest in June 2016. Hear from the Chief of DART Police about the Task Force on 21st Century Policing and how his agency has been personally impacted by these evolving issues.
