GENERAL SESSION: Human Trafficking Awareness Efforts in Transit

Human trafficking is modern-day slavery, affecting millions of adults and children in the United States and worldwide. Traffickers move their victims on all modes of transportation, and sometimes use public transit due to its low cost and greater anonymity.

This session will highlight FTA’s Human Trafficking Awareness and Public Safety Initiative, which supports the USDOT's "Transportation Leaders Against Human Trafficking" initiative.

Additionally, transit leaders will discuss the actions their agencies are taking to combat human trafficking by issuing leadership statements, signing pledges, developing reporting protocols, training their employees, and conducting public awareness campaigns.

Operator Apprenticeship Programs: Successes and Lessons to Share

As public agencies across the country struggle to attract and retain operators, many are beginning to turn to one of the most time-tested methods of training workers to fill out its ranks with new bus drivers – apprenticeships. Apprentices can earn a wage while working closely with veteran drivers in one-on-one sessions, group classes, and ride-alongs. When they’re behind the wheel, they have support and guidance from the best. The early-in-career mentor relationship has proven to be very popular with the new operators, but also with veteran employees looking to share their knowledge. In this session panelists will share their stories, measures of success, and the lessons they learned as they built registered apprenticeship programs within their organizations.

Fare Payment Technology: Expanding the Reach of Transit Service through Private-Sector Collaboration

The session will explore how private intervention and investment has provided substantial funding and incentive for expanding fixed and flexible transit systems through the opportunity of value capture related to new development at or nearby transit facilities. Hudson Yards in NYC established the model for these opportunities, and now cities such as Chicago, Dallas, and Detroit are exploring opportunities for significant investment by private parties to expand and enhance existing services. Such projects result in sustainable/urbanized developments that meet the needs of a changing population. The transportation, economic, and environmental benefits of such projects will be explored.

MOBILITY ON THE MAINSTAGE: Transit, Cities, and the New Mobility

Public transportation is the most space-efficient way to move people in a city—but buses can’t work if they’re stuck in traffic! It’s more important than ever that cities and transit agencies build on their intrinsic partnership to ensure transit riders enjoy a fast, convenient, and safe commute.

Decades of car-oriented urban development have left many city streets congested with traffic and unsafe to those who do not drive. Cities have responded with bold actions, such as building car-free busways, redesigning streets to keep pedestrians and bicyclists safe, and providing transit with priority access to valuable curb space. This is the opportune time for cities and transit agencies to work together in a joint strategy to make our communities stronger.

Mobility on the Mainstage will bring together mayors, council members, and transit agency leadership to develop a plan to address strategic questions.

•  The Complete Streets movement has swept city halls and departments of transportation in recent years, offering a vision of improved accessibility and safety for all users of streets and sidewalks. How does the Complete Streets movement affect the transit rider experience? How can transit agencies support it?
•  As cities gain accurate, digital maps of all curb space, they have new opportunities to allocate space across transit, freight, private mobility services, and more. Can a better-managed curb improve bus service? What new technologies are improving curb management? How can transit help?
•  Many cities are considering BRT lanes and even car-free urban thoroughfares. What potential do these strategies hold for transit riders? How can strategies be aligned?

•  Congestion pricing and other pricing methods are being implemented as TDM strategies and a way to generate revenues. How does road pricing fit into a comprehensive strategy for streets?
•  How can cities support transit ballot initiatives in the context of a federal-state-local partnership?
•  Is it a good idea for municipalities to “purchase” transit service to increase frequency on select routes, as several cities have done? Is this preferable to cities simply providing transit funding generally?

•  Both cities and transit agencies have taken steps to be mobility managers, building Mobility as a Service (MaaS) solutions. As new mobility options proliferate in our cities, what is the best way to enable residents to choose from a variety of modes? Who—if anyone—should do it?
 
3:15 - 4:10 p.m. | Toward a New Governance of the Street
•  Transit agencies have a regional purview, but limited power to manage the street or oversee new mobility modes like ride hail and micromobility. Cities divide management of rights of way and regulation of mobility services across an array of agencies. What problems are created by the status quo? What changes should be considered?
 
4:10 - 4:30 p.m. | A Shared Strategy
